Why Federal Pacific Panels Are a Fire Hazard
The concern with FPE Stab-Lok is not normal wear. It is a design and calibration flaw that independent testing flagged decades ago, where breakers can fail to trip under an overload or short. When a breaker does not trip, the circuit it is supposed to protect can keep heating up.

Can a Federal Pacific Panel Be Repaired?
No. Swapping in new breakers does not fix it, because the problem lives in the panel's core bus and breaker design rather than in worn-out parts. Replacement Stab-Lok breakers are unproven and may carry the same flaw, and testing has shown them to be about as unreliable as the originals. The insurer and industry consensus is the same one we follow, which is to replace the entire panel regardless of the model number or the year it was made.

Was there ever a recall on Federal Pacific panels
No, and we will not tell you there was. The CPSC investigated FPE breakers in the early 1980s and closed its case in 1983, saying it could not link the failures to a hazard at that time and that it lacked the funding and data to fully resolve the question. There was no formal recall. The reasons to replace come from decades of independent testing and a 2002 court fraud finding about the UL labeling, not from a recall.
Does California require me to replace an FPE panel
No. SB 382, effective for sales on or after January 1, 2026, is a seller-disclosure law. It does not name Federal Pacific, does not require replacement, and sets no deadline. What is really pushing replacement is insurance carriers non-renewing these homes and buyers flagging the panel during a sale.
Can you just replace the bad breakers instead of the whole panel
No, and we would not recommend it if we could. The flaw is in the panel's core design, and replacement Stab-Lok breakers test about as unreliably as the originals. The clean fix that satisfies insurers and inspectors is a full panel replacement.
What about a Federal Pioneer label instead of FPE
Federal Pioneer is the Canadian-market version of the same Stab-Lok technology, so it carries the same fail-to-trip flaw and comparable test results. It is less common here than FPE, but if you spot a Federal Pioneer label in a South OC home, treat it exactly the same way and have it replaced.
